国家商用制冷设备质量监督检验中心原为商业部属检验机构，始建于1988年，1994年首次获得原国家质量技术监督局组织的国家级质检机构的资格认可和授权。2007年初通过了最新一次由中国认证认可监督管理委员会合格评定中心组织的三合一评审。

质检中心位于国内贸易工程设计院主楼及附属建筑内，共有工作面积1000余平方米，其中试验室面积570平方米，拥有与其检测业务相适应的仪器设备230台套，总值600余万元。

质检中心严格遵照ISO / IEC 17025：2005《检测和校准实验室能力的通用要求》管理体系有关文件运作，各项工作规范，管理严谨，具有丰富的检测理论和实践经验。

质检中心现有工作人员18人，其中工程技术人员16人。由国内贸易工程设计研究院副院长任检中心主任，院总工程师任检中心总工程师；有教授级高工3人，高级工程师2人，工程师6人。设有“综合管理室”、“整机综合检验室”、“零部件检验室”等3室。

按照国家相关规定，质检中心为非营利性的技术服务事业单位，其事业费用由上级主管机关拨付，设有单独帐号，实行独立核算。

质检中心从事的主要业务工作包括：
1.承担国家质检总局和北京市质量技术监督局下达的国家和地方产品质量监督抽查工作。
2.承担国家质检总局全国工业产品生产许可证办公室下达的制冷设备生产许可证产品检验和工厂审查任务。
3.承担国家强制性安全认证(3C认证)和自愿性产品认证的产品型式试验和工厂审查。
4.承担全国制冷标准化技术委员会冷藏柜分委员会秘书处的工作，组织并直接参加国家和行业标准制修订和标准技术指标的试验验证。为企业提供标准咨询讲解和宣贯培训服务。
5.承担司法部门、质量监督部门、消费者权益保护部门等委托的产品质量仲裁检验和生产商、销售商委托的产品质量检验，以“检验报告”的形式向委托方提供客观的测试结果，也可根据委托方的要求和有关规定，提供合格证明或鉴定结论。
6.研究开发新的检测技术、方法和仪器设备。为企业提供检验设备、设施的设计、安装、调试服务，及检验操作培训。
7.向国家质量监督管理部门提供行业质量状况信息，提出质量管理、技术标准存在问题和改进意见。

Founded in 1988, National Test Center For Quality Inspection of Commercial Refrigeration Equipment, originally being a quality test institution affiliated to Ministry of Commerce, was qualified and authorized as a quality test institution at state level by former General Administration of Quality and Technical Supervision of the People’s Republic of China in 1994. At the beginning of 2007, National Test Center For Quality Inspection of Commercial Refrigeration Equipment was recognized by the latest three assessment issued by Certification and Accreditation Administration of the People's Republic of China in one run.

National Test Center For Quality Inspection of Commercial Refrigeration Equipment, located in Huashang Science building which owned by Internal Trade Engineering Design and Research Institute, boasts a working space for more than 1,000 ㎡ , including 570 ㎡  for laboratory; and enjoys 230 sets of instruments worth of six million RMB Yuan for testing assignment.

By following such instruction documents as ISO/IEC 17025:2005 General Code on Testing and Calibration Laboratory Capability faithfully, National Test Center For Quality Inspection of Commercial Refrigeration Equipment enables t its operation and management to conduct in a standardized and careful manner.

With three senior engineers at professor level, two senior engineers and six engineers,
there are 18 employees work for National Test Center For Quality Inspection of Commercial Refrigeration Equipment, 16 of them are engineers and technicians. Furthermore, the Deputy President of Internal Trade Engineering Design and Research Institute is appointed to its director, General Engineer of Internal Trade Engineering Design and Research Institute serves as its chief engineer. Major business scope of National Test Center For Quality Inspection of Commercial Refrigeration Equipment covers the following areas:
1. Serve as secretariat of Refrigerators Committee under The National Refrigeration Standardization Technology Committee (SAC/TC119: ISO/TC86/SC7), and entitled to amend refrigeration standard and verify the technical data through experimental way, to provide enterprises with refrigerate industry standard consultation service and training service;
5. Test the quality of arbitrational products which entrusted by judicial organs, quality supervision organizations and consumers’ rights protection departments, ect., and to have products quality service test for manufactures and sales agents, in these cases, Test Report will be provided to come up with objective test report for clients, while Qualification Certification and Testimonials can be worked out for clients in accordance with relevant rules and regulations;
6. Research and develop new testing technology and methods, testing instruments, and provide enterprises with design, installation and trial run of test instruments and facilities, together with training;
7. Submit report to national quality supervision department on refrigeration industry quality, include the quality control and existing code and standards, as well as improvement suggestions.
